If you want the users to be able to change their previous reaction:

1. Navigate to Reactions > General Settings;
2. Click on the User tab;
3. Enable checkbox near the label Can users remove their reactions;
4. Click the Save Changes button.

If this option is enabled every user will be able to remove previously voted reactions, simply clicking the same reaction a second time.
